Why buy property in Vlorë

Growth Potential

Vlorë (also written Vlora) sits on the bay where the Adriatic meets the Ionian Sea. The new international airport being developed near the city, plus a growing seafront, is the main reason investors are watching this market.

Year-Round City

A long seafront promenade, beaches and a working port give Vlorë a year-round city feel, with shops, services and daily life that continue outside the summer season.

Riviera Gateway

Vlorë is the starting point for the Albanian Riviera to the south, past the Llogara pass and the coastal villages beyond. Tirana and Durrës are reachable by road to the north.

Neighbourhoods and where to look

Seafront and Promenade

The promenade and the streets behind it hold the city’s cafés, restaurants and beach access. Buyers find mid-rise apartment blocks and newer developments, many with sea views.

City Centre

Shops, services, schools and the port are within walking distance. Housing is older stock alongside newer infill buildings, generally at a lower price per m² than the seafront.

Uji i Ftëhtë and the Northern Bay

Uji i Ftohtë (Cold Water) and the southern bay road are quieter, with newer residential projects, more space and sea views over the bay. Prices here are generally below the central Lungomare, which makes it popular with buyers who split time between holiday use and rentals.

Radhimë and Orikum

South of the city, Radhimë and Orikum offer a more relaxed coastal setting with beaches and lower-density buildings, and are part of the coastline we cover.

The Retiree & Relocator

The Second-Home Buyer

Buys near the beach for family summers, with a working city around it for services all year. Radhimë and Orikum appeal to buyers who prefer a quieter setting south of town.
FAQ

Vlorë property FAQ

Yes. Foreign buyers have the same rights as Albanian citizens when purchasing apartments, houses or commercial units in Vlorë, and no special permit is required. The only notable restriction concerns agricultural land, which does not affect city or seafront apartments.

New apartments in the city centre typically cost €1,300 to €1,800 per m². First-line sea-view apartments on the Lungomare range from about €1,500 to €2,500 per m², and penthouses or premium units can exceed €3,000. Properties in the second line, within 500 m of the beach, sit around €1,200 to €1,800.

Vlorë combines a long summer season, roughly May to October, with year-round demand from students, port workers and remote workers. Market guides estimate annual rental yields above 7% for well-managed apartments near the sea. Results depend on location, furnishing and how actively the unit is managed.

The new international airport north of the city is expected to shorten travel for foreign buyers and tourists, who today mostly fly into Tirana about 2.5 hours away. Better air access tends to lengthen the rental season and support prices, but we recommend buying on fundamentals rather than on airport timing alone.

Both are correct. Vlorë is the standard Albanian form of the name and Vlora is the definite form, widely used in English. You will see both on maps, listings and road signs, and they refer to the same city.

You reserve the property with a deposit, your lawyer checks the title and building permit in the cadastre, and the final sale contract is signed before a public notary. The notary then registers the contract with the State Cadastre Agency, which issues the ownership certificate in your name. The process usually takes a few weeks.

Allow roughly 2% to 4% of the price for notary fees, cadastre registration, translations and legal checks. There is no separate property purchase tax for buyers. Monthly running costs for a typical 50 m² apartment, including building fees and utilities, are low compared with other Mediterranean resorts.

Yes. Many buyers complete the purchase remotely by giving a notarised, apostilled power of attorney to a lawyer or trusted representative, who signs on their behalf. We recommend at least one video viewing and independent legal checks before any deposit is paid.
